Dam the Heart's River
Combat
Quietus
Frenzy. Only usable before range is determined. A vampire can play only one Dam the Heart's River each combat.
[qui] This combat, each strike or damaging effect made against the opposing minion inflicts +1 damage.
[QUI] As above, and this combat, strikes cost the opposing minion 1 additional blood or life, and the opposing minion can choose not to strike.

If my opponent plays Dam the Heart's River at QUI and I want to maneuver away with my gun do I have the option to maneuver and not strike with the gun (assuming I can pay the cost)?

No. Using a maneuver associated with a strike uses that strike. If you can't (or don't want to) strike, you can't use the maneuver.

No. No strike -> no maneuver from a strike/weapon.
