Abactor and vampires with no blood

Can a vampire do the Abactor action when he has no blood?

Abactor
+1 stealth hunt action.
Gain 5 blood. After successful resolution, a referendum is called to call a blood hunt on this vampire (independent of the action, just as if he or she had committed diablerie).

Seems like it's possible, although the rules say the vampire must do "the" hunt action when it has no blood, not "a" hunt action.

Ive argued this.
I (and several others) say an empty vamp MUST HUNT, be it by carded or default actions.

That is the whole point of calling it a hunt action.

Yeah, I just started a thread about the absence of the phrase "hunt action" in the rulebook, but I've been operating under the understanding that you can take any carded hunt action when you'd normally need to attempt the cardless/rulebook hunt action.

Yes, we've always played it that an empty vampire can perform any hunt action, perhaps the rule book should be updated if this the case.

Maybe:

(and cannot take any action except the hunt action).

Should become:

(and cannot take any action except a hunt action).

Under: 6.1.2. Hunt (+1 stealth)

That depends.

If the vampire simply "must hunt" (due to being empty), then yes, any hunt will do.

If the vampire has a particular mandatory action that is a hunt, then, of
course, he has to take that particular action.
