4.2. of the rulebook states:
"While the title is being contested, the vampires involved in the contest are treated as if they have no title ..."

Just to be sure, since these questions came up recently in my playgroup:
A vampire with a title contested can become anarch?
A Toreador antitribu with a title contested benefits from a "Foundation Exhibit" controlled by her/his controller?
A Gangrel with capacitiy of 5 or more with a title contested can play "Skaald"?

Toreador antitribu
Master: unique location.
Each non-titled Toreador antitribu you control gets 1 additional vote. Any vampire may burn this card as a (D) action that costs 1 blood.

Skaald
Gangrel
+1 stealth action. Requires an untitled Gangrel with capacity 5 or more. Unique.
Put this card on this Gangrel and untap him or her. This untitled Gangrel gets +2 votes during referendums called by a Gangrel. Any older untitled Gangrel can steal this card as a +1 stealth (D) action.

A vampire with a title contested can become anarch?


Yes. If the title they're contesting is tied to a non-Independent sect, they'll then be ineligible to contest it, and so have to yield it. For example, the Prince of Seattle is contesting Seattle with someone, goes Anarch, and is no longer Camarilla. (The only way I can think of that not happening is the rare situation in which the Liaison title from Rise of the Nephtali is contested - it's an Independent, non-anarch title. There may be others, though.)

Rulebook 10: A vampire must belong to the appropriate sect to receive a title. If a vampire with a title changes clans or sects to a clan or sect inappropriate for his title, he loses the benefit of the title until his clan or sect changes appropriately. If he receives a new title, or if his title is contested (see Contested Titles, sec. 4.2), he immediately yields the old title.

(The other vampire gets it back in their next turn, as normal, assuming there's only one other contesting vampire.)

Yep, Foundation Exhibit doesn't seen you as titled, so you get the vote.

A Gangrel with capacitiy of 5 or more with a title contested can play "Skaald"?


Yes. The +votes part goes inert if the title comes back, though.

(Edit to remove: I misremembered Skaald as providing a title. Which it's not.)
