Reduce ally cost and Piper combo.

I know Piper + Charisma doesn't work since Piper is not a action

Now I want to know if Piper works with reduced cost in combination with that minions abilities?

Regina, Dr. Oliver Genet, Joshua Tarnopolski, Winterlich, Little Tailor of Prague, Sebastian Goulet, Petaniqua, Jibade el-Bahrawi, Inyanga, Little Taylor, etc...

Those minions abilities don't say anything about a action...

It looks like. it. The templating could use some unification here, as the distinction between the two templates does not bring anything to the game.
