Does "The Line" work like "Creepshow Casino" timing-wise?
I tap/lock it when announcing the action?
Line, The
Master: Unique location.
Lock to reduce the cost of an action card played by a vampire you control by 1 blood (this location is not locked if that card is canceled as it is played). Any vampire can steal this location as a
action.

How I read it that you lock it to reduce only when you would actually pay the cost, as in once the action is succesful.
Otherwise it would have the 'once announced' clause, wouldn't it?

But in that case, it is the clause about cancelling the action that is useless, since that happens long before paying the cost. Without anything on the card, I would say that you can use whenever you want. Most of the time, it would be when you pay the cost, but there might be some fringe benefits to play it earlier (e.g. a minion that can only play cards that cost 0 blood, a minion that gets +1 stealth on actions that cost 0 blood,...) I am not sure there is any effect using that in the current card pool, though.

You can also tap it when announcing the action (for instance, if you want to play a 2-blood action with a vampire with only 1 blood), in which case The Line doesn't tap if the action is cancelled.
EDIT: there's even a better analogywith Sunset Strip, Hollywood:

Either is fine. You may need to tap it at announcement in order to attempt the action you could not otherwise afford.
