Can Eluding the Arms of Morpheus be used with Eagle's Sight to attempt to block a cross-table action? Or does the usual restriction of only being able to block predator and prey prevent a player from using Arms of Morpheus before being able to use the Eagle's Sight?

No. Because Eluding requires you to attempt to block, which you cannot do because the action is cross-table.

You need to use a wake effect that does not require you to block to enable you to play Eagle's Sight.
