Base tariq is a independent vampire. I influence it and put him in my controlled region.

Advanced is a sabbat vampire. Also, it have Black hand and Red List as special traits.

then I merge tariq with epiphany. He remains independent, and now he is also red list and black hand, right?

Usually, this rule applies when it comes to the sect of a merged vampire:

1.5. Overview of Crypt Cards

If the advancement card conflicts with the base card (a different sect, for example), the advancement card has precedence.

But Tariq (ADV) has the following card text:

Advanced, Sabbat: Tariq gets -4 capacity while he is controlled. He can strike ranged: steal 1 blood. Black Hand. Red List.
[MERGED] Independent: Tariq's capacity is not reduced by his card text.

By merging Tariq, the card text of the MERGED part of the text kicks in - which overrides the rule above.
