Combat. First set of strikes are chosen and resolved.
Acting minion choses not to gain any additional strikes, the reacting minion does.

Question: Is there a kind of impulse in this step of combat (like in the pre-maneuver step) which goes back to the acting minion, so he could now decide to gain any additional strikes?

Yes. LSJ reversed earlier rulings on this in 2006.
