Herald of Tophet + cards with anarch requirement

So my question would that if the Herald can or cannot use cards that require the sect anarch to play them, like 3-way cards.

Herald of Topheth
[Baali]
Demon
5 life
3 strength
1 bleed
flight
Infernal.

Herald of Topheth can play cards requiring basic Daimoinon, basic Potence and/or basic Presence as a vampire with capacity 5. It can enter combat with a minion as a Ⓓ action. If it has 4 or fewer life during your unlock phase, it gains 1 life.

While he can play some cards as a vampire, he still not a vampire at all, nor have a sect too, don't see why he could play cards requiring anarch

Unique ghoul with 2 life. 2 strength, 1 bleed. Requires an Anarch.
Vivienne can play cards requiring basic Celerity [cel] and/or Fortitude [for] as an Anarch vampire. Vampires you control get -1 stealth during political actions. A vampire you control can give another Methuselah control of Vivienne as a action. A vampire controlled by another Methuselah can steal Vivienne as a action.

Thus the answer to Poci's question is "no".
