Can a vampire (through Possession) or an ally (through Compel the Spirit), who returns to the ready region from the ash heap, repeat a bleed action, even though he/it already did it before being burned in the same turn?

They can bleed as they've not bleeded before that turn. There is nothing to "repeat" as they've been washed for past deeds.

Ash heap along with crypt and library clean the cards that enter there. Whatever actions or effects they performed before the trip are forgotten unless cardtext explicitly says otherwise.

Forgotten/forgetful.
The ash heap, library, and crypt all "wash" the cards clean (except
for a memory of how they got there, in the case of the ash heap and
certain retrieval mechanisms).
