Which is one of the most important points if you design a card. It should offer a new possibility for decks but must be levelled to be unexploitable. So I'd say "well done" .

What is meant here is not so much that the card is well balanced but that the mechanic is so fundamentally conditional that it wouldn't be possible to make a powerful deck that relies on it, even if some of it's parameters were more favorable. In other words, go ahead and make it more powerful, the card isn't going to break easily.
