It's actually not that huge of a stretch with how these things work out, to be honest. During my time in the Mind's Eye Society LARP, I actually witnessed a Prince get brought low because every Harpy in the country was officially Tired Of His Shit. Or are you talking about Priscus and Harpy competing for the same 3 votes? Or Each having three votes?

Truth be told, though, There's a lot that could be done to support existing tech rather than coming up with
yet more toys for Camarilla to use.

About the 3 vote; either or. If it was just ruled that Harpies and Prisci both have 1 ballot (like both Justicars and Cardinals have 3 votes), they would compete. Butchery of the lore, but fine within the rules.

Or, you could have both blocks (harpy and prisci) to have 3 votes, both have their own ballots, should harpy 'ballots' be renamed, how will it be written, yada yada... I don't know. :D It's just an idea, and really depends on what kinds of vampires and support cards they would get. It's all in the balancing.

Of course V5 will probably dictate the desired power levels and level of emphasis of each 'city title'. If the harpies won't be that much of a power house in the lore, they shouldn't probably get too many votes and such, but if they're a dictating force in story telling, there's no roof for the treatment they could get. Same applies for sheriffs and all the rest.

agree, but then again it would make for an interesting mechanic. Also, some rules could do with aome further streamlining anyway.

Sheriff et al should be treated like alastor and archon; given a card to award abilities, but also just bolted on crypt cards (muaziz, theo bell, lithrac , all archons, for instance)

So, source could reflect the one printed scourge;

Scourge.
Master: trifle

Unique.
Put this card on a non titled camarilla vampire with capacity greater than 4.
This vampire gets 2 additional votes in blood hunt referendums and may call a blood hunt on a vampire of capacity less than 4 as a +1 stealth political action.
If this vampire becomes titled, burn scourge.

Sherriff is trickier.

Requires a ready prince. Unique.
Put this card on a ready non-prince vampire you control. This vampire gets +1 intercept against D actions that target titled camarilla vampires . This vampire does not tap for successfully blocking D actions. Once each turn, a ready prince may burn a blood to untap this vampire.

Harpies dont need to exist until we get Primogen to be relevant ever. Maybe harpy could reflect Primogen:

Harpy's Favor

+1 stealth action. Requires a ready Primogen.
Put a Harpy counter on up to 3 unique non-titled camarilla vampires you control who do not have a Harpy counter. During a referendum you may burn a Harpy counter to give a Primogen you control an additional vote.

If we are going to have new titles, I would rather have the them as separate cards, which explain what they do on the card itself. They could be action cards like baron titles, or political actions like archon, alastor, etc

In my opinion adding extra clutter to the rulebook (ie. have a new title in which you would have to refer to the rulebook to know what it does) is bad, and precisely something that we should try to avoid.
