To reflect their stand on removing themselves from the Jyhad, I was thinking that members of this sect would receive -1 stealth to bleeds and political actions.

I would make Abdallah malkavian antitribu instead, similar to how Enkidu was made gangrel antitribu, and Elimelech was made ventrue antitribu. As the antitribu clans could use some more 11 caps, camarilla clans have plenty already

Here are some thoughts on the various vampire.

Abdallah. Would probably make him antitribu instead, they could use a 11 cap

Alfonso. A bit too good, he has 1.5 points too much stuff, so take off the level of auspex and then he would be about fine.

Anastazi. Should either be 7 cap or have one more level of discplines

Bufo. A bit too weak, I would suggest giving him default +1 strength and additional +1 against tremere/!tremere instead of all of his +strength being only against them.

Cretheus. I think his special should be undirected action (similar to Shattering) instead of d action.

Danika. Should either be 8 cap or have some basic discpline too.

Demetrius. His drawback is a bit too random, as depending on the other decks, it can either not do anything or be totally crippling. Might juat change it to when he enters play burn 2 pool or remove him from the game and gain 9 pool.

Dondinni. I would make his drawback a bit worse by applying when he is acting -or in combat-. As with OBF PRO its not likely he will ever be blocked so its not likely to ever matter anything otherwise.

Drenis. Her special should be 'as a master phase action you may blah blah. Use this ability only once per turn.' Instead of skipping your entire master phase.

Hilderic. Should either be 8 cap or have something more.

Mahatma. Could use something more, like 2 votes or something, his special is rather weak as its not often you have ready empty tapped vampires on your turn.

Maltheas. His special needs some kind of specification to when its in effect, such as 'play with open hand while Maltheas is ready'

Pentweret. His special needs to be a bit more specific. Ready minion? Controlled Minion? Controlled or uncontrolled? If the last one then it should be in brackets as reminder text.

Vlad. Should be a 10 cap, he has way too much stuff for a 9 cap.

Overall. Make at least half of the ones from camarilla clans to be antitribu instead to keep a bit more balance between the clans.

If they all would become non-Inconnu we would have 11 Camarilla, 8 Sabbat, and 3 Independent vampires. The balance between Camarilla and Sabbat in nearly even. These members of the Inconnu never were Sabbat and became antitribu, so turning some of them into their Sabbat counterparts isn't thematically correct.

I was using the Create-a-Clan guidelines and gave the trait "Inconnu" worth -1 point and "Council of Twelve" worth +1 point.

Well as far as I know Enkidu was never sabbat in the rpg either. Theoretically all non-camarilla members of the camarilla clans are antitribu, not just the ones in sabbat.
