question...

as I can see Withering is a strike. can the opposing vampire "in the same strike resolution" play cards that require any Disciplines, or the effect of this card comes in play immediately as the card is played, eliminating the opposing minions strike?

The effects of the strike do not occur until the strike resolves and is not dodged (or the has the combat end before the strike).

The future victim of Withering can play a strike card that requires a discipline and it will resolve as normal.

The damage done by Withering cannot be prevented by a card that requires a discipline that is played after the strike resolves.

Also, if the minion declares a superior Withering strike with first strike, the opponent can play (and declare) an Undead Strength "normal" strike.

Break that down, please.

Withering at first strike resolves and applies -1 strength and no-discipline card playable. However since initial strikes are declared simultaneously, the Withering target can still play disciplined pre-man, pre-strike, and initial strike cards. After resolution, discipline cards could not be played, thus effecting post-strike, prevent beyond first strike resolution, and add strikes, correct?

So Undead Strength is already played before the Withering bar. First strike resolves and Undead Strength strike is going to be reduced by -1 strength.

Withering without first strike retains simultaneous resolution of initial strikes, thus Claws of the Dead can be played post-strike, before resolution. But Withering with first strike should force Claws of the Dead to be played before Withering resolution, during pre-strike -- so no waiting after first strike resolution until regular initial strike resolution and adding Claws, or post strike. (edit: correction -- Strike resolution is a separate step, so even if first strike goes first in resolution, post-strike window after declaration of strikes is by then closed. Therefore, initial post-strikes are still open under Withering.)

CEL add strikes cannot be played as initial resolution has resolved, regardless of first strike.

FOR prevent should work on the first strike, but doesn't prevent the Withering. Later FOR prevent cannot be played after first strike resolution (important for environmental, add strikes, etc).

You cannot use discipline cards to prevent the damage dealt by Withering even at a 'normal' strike. As soon as the damage would be applied (and now needs to be prevented) the text of Withering kicks in.
