Black Hand Assamites w/Retain the Quick Blood was created by Jeff Kuta
Some bickering about Quietus on another thread. Here's my non-optimal but rather successful deck which makes use of Celerity and Quietus.

Ok, you have some synergy between cavalier, retain and loss/fleetness.
You have 4 DW and 4 weapons in the deck (90 cards), perfect amount to not draw the combo when needed. At least you have backup plan (WWS/T:V).
You use 4 seraphs total and some burn option seraph tools, cool. But seraph's second isn't burn option and seraph and looks like the seraphs are influenced out second/third so it's very likely dead card on your hand. You can't count on prayer KM/WV to draw your seraphs, too.
Art of Memory is great card in right deck, this one lack stealth and play big minions with no ability to gain pool to influence out a lot of them (you use 2 maybe 3) so it's likely to be useless.
In combat, you aren't big threat.
Overall, why not euro brujah ? They can hit just as hard, block better, stealth about the same but bleed harder thanks to conditioning and bounce bleeds AND sport table votes AND can deflect bleeds ? What are you gaining compared to euro brujah with your quietus ?
Concerning Guarded Rubrics, it's great card if you plan to use seraph with tattoo signal, otherwise going with just Loss is better. If you can't use it turn it enters play, why bother ?
Concerning retain, how much blood you gain from it ? Over the course of the game, if it comes fast and you have the opportunity to play it, it can exceed 3 blood. When it comes late it's dead draw as it's not going to give you much. There is unique equipment, called blood tears of kephran that give you 2 blood or prevent 2 damage, so it's more flexible in use and it's seldom used. There is action for
that give you 3 blood instantly (which is often better than in untap) and it don't force you to use suboptimal card choices like fleetness (+1 stealth bleed for 1, reallu? Enter combat for 1 blood?) or blood awakening (it's often impossible to play superior using joe or reza, 1 blood for 1 intercept is not good card) or resist the eg(it's good card, but not when your crypt have

I'm curious if you've tried Truth in Ink & Confusion of the Eye (maybe Nest of Eagles?) as a pool/vote defense. Might work well with Black Hand/Sabbat untap availability. Probably not for this deck, perhaps.

Probably would be fine in this deck instead of intercept module. It's very good angle in Zubeida deck, but Zubeida deck actually works well, unlike this deck(public trust is great card, 1 blood for 1 blood on vampire and +2 bleed ? count me in).
Problem of decks like this lie in the fact that bruise and bleed is not good archetype. Just one new card would make it viable:
Something like:

Only usable at the end of an blocked action. Not usable if more than one round of combat has occurred nor if this vampire has lost 3 or more blood this action or ended combat before the press step. The action continues as if unblocked. It cost two additional blood
if blocking vampire is older.
As above, but usable if two rounds of combat occured.
Would instantly made
bruise bleed deck tournament worthy archetype (and Retain the Quick Blood will become good card, which is ironic as the deck was posted to show it's not wallpaper).
Problem of decks like this lie in the fact that bruise and bleed is not good archetype. Just one new card would make it viable:
