Yeah, so this deck kind of sucks.
I'm trying to get a Jozz rush and weenie bleed style of play and I'm not sure how to approach it. I figured I'd let you folks tinker with it a bit.

Consider The Uncoiling or Not To Be.
Masters:
If you are playing a deck that enters combat, you want Fame.
You will also get great mileage out of Path of Death and the Soul, as a disposable weenie can follow up on Jozz's rush action to permanently remove the offending target, and gain Jozz a capacity and a blood so that he is ready to rush again on the next turn. I prefer Information Highway over Effective Management, the longer term effects are just that much better. I'd also consider Wider View to ensure that your extra copies of Jozz turn into other vampires that can come into play. I'd like to see Giant's Blood instead of Life in the City (mostly to prevent its amazing effect on larger vampires belonging to your opponents). I'd like to see a Storage Annex to hold a Gird Minions. On a turn when 3-4 of your vampires will have to hunt, your prey will take chances and over extend themselves. At that point, the 3-4 pool investment can turn into a victory point for you. I would also diversify your discipline masters and keep your combat and actions as disciplineless as possible to ensure that Jozz can act against as many vampires in the game as possible. Get him to a 6 cap and he can rush every 11 cap in the game.
Actions:
You cannot defend the Army of Rats against anyone that can play even a single stealth. You would be better off with Computer Hacking, as you should always have more vampires in play than you have vampires with Camera Phones. You only have 3 minions with presence prior to the discipline masters, so replacing all of the presence based actions (and combat cards) with disciplineless actions will be more likely to avoid them jamming your hand and working on your prey.
Equipment:
I would like to see the Bomb's removed completely. The Flak Jackets should be diversified, either Kevlar Vest + Blood Tears of Kephran, or Leather Jacket + Nightstick. The IR Goggles should be replaced by Light Intensifying Goggles so that you can recycle your Target Vitals, effectively doubling their quantity in your deck. Forger's Hammer + Wooden Stake is pretty good, but you don't have enough of either one to make it reliable. I'd keep the stakes and drop the Forger's Hammer.
Reactions:
I'd like to see you able to stop a bleed, with all of those untaps from NRA PAC + transient cards. Consider Pack Tactics or Elder Intervention.
Combat:
Your combat is all discipline based, and your primary combat actor doesn't have that discipline. I would drop all of the potence and presence and go completely disciplineless.

5x Lucky Blow
4x Pulled Fangs
3-5x Target Vitals

This is eerily similar to the Jozz deck I "needed" to make, although I don't think you've ever seen me play it:

Of course, on its first play out of the gate, my prey (Mr. Peal) was playing a Set's Curse Trophy Deck, so I really only succeeded at making his bad deck work better.

I would also consider adding at least one Wider View, so you may get Jozz eventually. Wider View(s) could replace Effective Management(s).
