This is an older deck concept of mine that I recently revisited and updated quite heavily, compressing it down from 90 cards to 75. Originally it was more fully a vote deck, but this version I tried to make more of a hybrid between bleed and vote since I can't really be sure I will be able to pass my votes anyway. Originally I had some villeins there also, but those usually just resulted in my guys running out of blood so I took them out, relying on tend the flocks, kaymakli fragment, and ousts mainly for pool gain. Kaymakli Nightmares can be used to get a huge amount of pool after building blood down with tend the flocks and fragment.

I have been pondering though if the deck would be better if I would shrink it down further, taking out the caps, mutes, and most of the votes, turning it to more straight forward stealth bleed, just leaving some votes in for tables where the built-in voting abilities of my vampires would be enough to get them through. But I suppose the condemnations work as vote defense also since they might let me to shut down a vote deck.

Interesting deck! I've seen a couple of versions of this before. I made some changes that I thought might help.

I like the deck. Seems aggressive enough. My concerns are more about defense.

I would put 1x Archon Investigation in this deck because once players figure out you're neither bleeding nor bouncing, that could cause problems.

I'd also see about squeezing 2-4 Anarch Converts into the crypt, mainly to adjust ratios slightly.

If you do go that route, considering adding 2-4 Anarch Revolts as well. Again, lack of defense means you need stronger offense. :)

Annazir seems to be the cornerstone of the deck, but you lack some ways to bring him out quickly. I would triple Dreams, switch the Ruins for a Powerbase: Montreal.
You don't play any Villein or Blood Doll which is quite strange.
I'd also play some non-infernal low cap with obf so be able to play even at low pool.

I don't like your stealth model. True Love's Face has a nice drawing, but Psychomachia would be better. You're lacking also some combat defense, Swallowed by the Night is a great card for that (polyvalent and can save your life). And you play too much stealth compared to your actions.

Increasing the hand size in a 60 cards deck is not worth the slot. I'd rather play Uncoiling to get rid of any Unmasking that could block your deck.
The vote module is very light, how do you oust more than one prey with that?
I'd remove the Reckless and play Neonate Breach that can deal massive damage and don't require you to have 2 blood (since you don't play Voter Cap and only 1 Coven)

It is not solely vote deck Ankha, there is quite heavy bleed in it too. In addition to the 8 political actions, there is also 5 legal manipulations, 3 sense the sin, and 3 true loves face, as well as Veneficti and Contagion for further pool damage. So I can use the right tools for the job, like if my prey has lots of bounce, I can vote him off the table, if he instead has lots of votes, I bleed instead. As you said yourself, there are no villeins, which gives my minions plenty of blood to pay for the cards so I can afford to play several blood costing cards for maximized payload.

You are right about the dreams though, I think I will switch wider view to third dreams, and perhaps barrens to fourth, since dreams in starting hand lets me get Annazir out on turn two in most cases (as long as I get at least 3 transfers on turn 1). Powerbase Montreal is an interesting idea in a deck with no way to defend it, but I suppose my pool damage is high enough that I don't care if someone gets couple extra pool from it. So I think I will switch the barrens to montreal and wider view to third dreams.
