Here is my first ever attempt at a cryptic mission deck, so comments are welcome.
Basically bring lots of dudes out, hinder your predator and prey with cryptic missions and various annoying allies until they wont be able to survive blocking you anymore, and then swarm bleed with the occasional conditioning. Bloat with vessels, arcane library, and wasserschloss, cryptic missions making for more efficient hunting.

Why so many neighborhood watch commanders? You cannot expect to block a lot. One of them should be impundulu. Also, Ossian helps with making the blood on the vampires go away B) .
Why Movements of the mind? I would take those out,add couple of apportations, and add more thefts, and 1-2 blood to water and 1-2 walk of flame. Let them fear about pressing in combat against you. Also 1-2 soul burn, to keep yourself alive against assault rifles and such
.
I dislike rumor mill, krcg might be better (but that is my preference).

Neighborhood watch commander doesn't require -me- to block stuff, I can use it when any vampires action fails, even if I had nothing to do with that action or combat, its great incentive for my grandprey to block my prey. I considered Impundulu, but he costs 3 blood which is a lot for as small vampires as I have here, which is why I decided to leave him out.
Second round combat is just bad, but more thefts and soul burns might be worthwhile. Movements are there because my main priority in combat is for my guys to stay alive. I think Weather Control at superior is already good enough incentive to not press.
Rumor Mill is better for giving intercept to other people, which helps in people getting in more fights with each other and thus lowers the amount of blood on vampires on the table.

Also, i forgot to add a little bit of wisdom which was shared with me by Ben Peal when he was here on a tournament couple of months ago. We set up to play a couple of friendlies the night before and he was playing a !Salubri blood depriving deck with lots of hide the hearts (40, if i am not mistaken). He also played with a lot of washes.
When i asked why, he explained that one Giant's blood, rack, pappilon or even a humble hunting ground on your prey/predator can put you back a long way when playing a deck that drains off blood. So he simply ensured that it never happens
.
Just thought I'd share B)

I read your reply to another deck, you said no one replies to your deck posts. I usually only reply to decks I think I know more about.many of your decks are based on things I am not familiar with using. But I do have a cryptic mission deck that I have played, so I will add a comment for you.
Pendragon mentioned the hunting ground problem. maybe add in natural disaster or arson. Isn't there also a dominate card that steals a location (even better)? Or you could just try to sudden reversal or wash when Hunting ground type stuff comes up. I just know that a Papillon or Rack or hunting ground will cause problems for this deck, so being able to get rid of them is important.

Also, I think Movement of the Mind is fine in this deck.
