Deck Name: Nec VOTERS

Description: Inspired by Haas' deck, I wanted to build a bleed/vote deck using Harbingers as the base. Bleed with inherent bonuses, untap, vote. Private Audience helps with pushing votes through. Masters supplement this strategy as well. Light combat, Obedience, and Secure Haven to ward off rushes. Villein, Black Forest Base and votes for pool gain. Blood Management includes Perfectionist, Harvest Rites,Hungry Coyote tech. Running a fair amount of Freak Drives.
Thoughts?

Played. Got owned by Unmasking. Obedience didn't prove to be much help either. Croco is unreliable given discipline spread.

-1x Hungry Coyote, The (drew it early along with perfectionist... never used coyote)
-1x Scourge of the Enochians
-1x Banishment
+2x Uncoiling, The
+1x Creepshow Casino (thx Suoli)
+1x Secure Haven
Still a few open slots. Considering adding more Governs. However, the toolbox aspect of this deck is pretty high (or at least should be). Considering other toys... maybe a gun or two... or simply more combat. There's always divination but I don't like paying for stealth. Thoughts?

Yes I know 
I added a couple of Summon Souls since. I am also considering Reinforcements. I know about Maabara. I can't rely on Sudarios though given only 2/12 vamps can play it.

If you add weenies to the deck you can focus less on fortitude. Here are a few suggestions:
Isabel Giovanni and Le Dinh Tho can both play Reckless Agitation, have NEC and dom/DOM. +1 each and -2 Egotha. Don't forget Ancient Influence to hose weenies/Imbued and stay alive. Political Stranglehold, too.
Augustus, while he lacks fortitude, has 2 votes, DOM NEC, and +1 bleed. Maybe two of him instead of 1x Unre and 1x Gisela. This is becoming less and less a Harbingers deck, but I don't think Harbingers are especially what make this deck work.
Hey look at all these 8+ cap non-cam vampires, where's Mylan? May even want to consider Monastery of Shadows.
Card recursion? How about some old school Whispers of the Dead? With 5x Giovanni I think that you can afford at least 1x Sudario. Hey, what about 1x Mausoleum, Venice?
Think about this combo: Villein down low, Summon Soul, Perfectionist. Do you get cards? Do you just get extra blood/pool? That's up to you.
Permacept is clearly the bane of this deck (well, it has a lot of problems, but lets stick to this one). How do you address this without outnumbering your opponents?
1) Out-action them (maybe some of the time because of the Freak Drives)
2) Become unblockable (not happening here)
3) Have perma-stealth
Option 3 sounds the most feasible, so maybe go that route.
On the other hand, you can do something funky with Sunrise Service if you have a strong Sabbat element to the deck. You could even drop some a Stealth Ritus for some WTF stealth.
Hopefully the ideas in this post are more useful than just a rambling session....

You need to decide whether this is a Necromancy political deck or a Harbingers political deck. I'm going with Necromancy and will suggest modifications based on that.
