Cost: 1 :blood:

:ani: Put this card into play and burn all other Armies of Pigeons in play. During your upkeep unlock move one counter from your prey pool to this card. Any vampire may move 2 counters from the blood bank to this card. Burn this card when it has 4 counters.

:ANI: As above, but do not burn other Armies of Pigeons

Main goal of this card, obviously, is to provide :nosf:, :gang: and :tzim: some normal way to oust prey.

First of all, love the name :lol:

Second, I am not sure the card does what you want it to do. As it is, it is not a card for :nosf:, :gang: or :tzim:, it is a swarm card. There already a somewhat similar concept in the game with 419 Operation, and we know how that went: instead of supporting the intercept/combat playstyle of the clan as intended, people just end up stacking as many as possible on the table.

If you want the card to do something interesting, then the number of actions to destroy it cannot scale with the number of copies in play. Either make it one action to affect all copies in play, or something with counters like Khazar's, where you only have one copy in play then add counters to it.

Problem with 419 Operation is that in general this card is worse than basic hunt, so the only way to play it is to abuse weenies.

The basic line I was aiming was bleed for 3 for one blood, available to everybody and their mother. Suddenly, Govern is not a "swarm card", it can be used by weenie (and quite effectively), but having other disciplines is quite helpful ;)

Pigeons allow you to deal 4 damage to you prey which can't be bounced, but much slower and with ability to negate it by (D) actions. You can try to weenie it, but with no stealth and ability to defend it you will not achieve much. But with stealth and combat (see discipline spread of clans mentioned) you will have much more success. ;)

By the way got one more idea in the line:

Army of Squirrels
Action
:ani: Put this card into play and burn all other Armies of Squirrels. During your upkeep unlock either put one counter from blood bank on this card or burn this card and your prey loses pool equal to the number of counters on it. Any minion can burn two counters on this card as a (D) action.
:ANI: As above but do not burn other Armies of Squirrels.

This is a point that should be stressed. For 1 blood and an inferior discipline, you can deal 3 pool damage. For 1 blood and the superior discipline, you can (effectively) gain 3 pool.

If Govern is the baseline for the game's power-curve, then it's no surprise that cards (and clans!) which fall below this 1 blood = 3 [value] math curve are struggling. So many cards in this game are way below the curve.

But anyways... Elotar, pigeons and squirrels are not thematically appropriate for a game about vampires... unless Russia has some bloodthirsty pigeons and squirrels...? :side: :silly:

Govern is, obviously, broken, as it's two top effects merged into one card. It should cost 2 blood, so it will be not so powerful but flexible, and all others +2 bleed for 1 blood will be more interesting in comparison.

But anyways... Elotar, pigeons and squirrels are not thematically appropriate for a game about vampires...


Obviously I do not care about name at all - it's results of my thoughts about what Army of Rats should look like. :P
