Can each anarch only burn one blood for a vote with Rant! or can they burn as many as they like?

Requires a ready anarch. Only usable during a referendum before any votes are cast.
During this referendum, each ready anarch may burn 1 blood to gain 1 additional vote. If the referendum fails, this acting vampire takes 2 unpreventable damage.

Correct. See also the different wording on Business Pressure / Mob Rule.During X, Do A to gain B...

Can one play Mob Rule when the results of a vote are tallied to restart voting so to speak? Or "When the result are tallied" phrase is the absolute end and no more modifiers can be played?

We start tallying the results when everyone has skipped. You can count before that, but tallying the results will only determine whether the referendum is successful or fails...
You can't "restart the voting" - when votes are cast, they can't change :

You can't "restart the voting" - when votes are cast, they can't change :

I just wanted to know if Cheval de Bataille's blood burning effect works BEFORE Mob Rule's or not, sorry for being confusing 
My plan was that after everyone burned via Cheval, I'd play Mob Rule for further blood burning. Noe I see I can't get away with it
