Put this card in play with 3 counters. Once each action, a Sabbat vampire you control can burn 1 counter from this card to unlock and attempt to block with +1 intercept, even if intercept is not yet needed. Burn this card if it has no counters.
Can a reacting vampire use Eternal Vigilance or Under Siege to unlock (and of course fail to block)?

No. You must have "right to block". If you cannot block you cannot use cards that say "unlock and attempt to block".
Similarly you cannot react with under siege when a vampire across the table has declared an action, unless you have first played eagle's sight to gain the right to block.
(I cannot remember an official term to "right to block" lol. Its late)

Any clear rules reference or ruling on unblockable actions would be much appreciated, because they are much easier to store and track.
I think the topic is pretty much the only relevant rule regarding unblockable actions..?

No. 2nd tradition requires a block attempt.Can a vampire play a Second Tradition (just to untap) when the acting minion is performing an unblockable action via Daring the Dawn (for instance)?.
