From a discussion in the discord, the below question came up;
During a referendum, which of the below are subject to and relevant for sequencing/impulse and would move the impulse back to the acting vampire?
a) burning the edge for a vote
b) burning/discarding a political action card for a vote
c) using an effect from a card in play
d) playing a card for its effect
e) casting votes gained from one´s vampires (normally from their title)

I must say many times casting votes loks like as mess in table,maybe need to exist some order as clockwise or something,some people wait and dont want to say anything because wait to another people vote before.

Yes, the Methuselah can play Awe.what happen if acting Methuselah declare his votes,and then all another abstain(nobody vote anything),can then acting Methuselahs play any cards as Awe to gain additional votes,or him dont get impulse for this?
Casting votes can be done in any order. It may look like a mess, but it isn't.I must say many times casting votes loks like as mess in table,maybe need to exist some order as clockwise or something,some people wait and dont want to say anything because wait to another people vote before.

I think the point is more that the impulse/sequencing rule isn't really being actively applied during referendums (opposite to e.g. combat) when the players actually must wait till they get the impulse before they can do any of a) to d) and as soon as they do the impulse goes back to the active player.
I haven´t come up with a scenario where it would actually matter but that doesn´t mean there isn't one.
