EDIT: I read the OP the otherway round. If Tariq base becomes Anarch then merges, he stays Anarch because: The base version is Independent. The merged version is also Independent, meaning Tariq won't change sect: he stays Anarch.

In the OP, Tariq ADV becomes Anarch, then merges: he becomes Independent because his base sect (Sabbat) is different from his merged sect (Independent).
