I think that every 10+ capacity vampire without AUS, dom, or inferior fortitude should get inferior fortitude (I'm looking at you, Josef Von Bauren). Vampires must either be able to bounce bleeds or multi-act (with a good multi-act card). I might even lower it to 9-caps.

Josef Von Bauren can easily alastor a helicopter to himself, that is pretty good multi acting right there.

Easily? Not so sure about that. By the time you bring out your no-bounce, no-freak drive 11-cap loser you could easily be 2/3 of your way to dead. Now you want to call a vote to not gain pool, but instead get a helicopter (assuming you get the card, don't get blocked, can pass it, not DI'd, DT'd, Confusion of the Eyed, etc)? No thanks, I want fortitude out of the box.

Perhaps, but note that high caps can easily play Lost in Translation.
