What´s the point? Sure, stuff that meddles with the number of transfers is interesting, but I don´t see the point with this.

Neither do I. Too hard to control, and too often useless.

If the idea is to slow down big cap deck, better way exist to do that.

I means you can no longer draw a vampire from your crypt. Vampires cannot be merged anymore.
You can only take 1 blood down to your pool with a Govern. Wider View cannot be cashed in anymore.
