Unintended Propaganda

Requires an anarch with capacity above 4. Only useable when a non-anarch vampire is bleeding you.
Reduce the bleed by 2 and if the bleed resolves for 0 (or less) and this is the first Unintended Propaganda played this action, choose a vampire in your uncontrolled region. Put 2 blood counters on that vampire. A vampire can only play one Unintended Propaganda each turn.

Art:
A well-dressed vampire (Prince) is giving a speech on a public stage. Behind the stage or behind a nearby wall a group of young vampires are positioned around an older vampire (possibly Similing Jack) who is leaning against the wall and pointing overhead behind him with his thumb towards the vampire giving the speech.

WoD Lore:
There has been many a prince, or other vampires, who tried his best to undermine the influence of the local anarchs. However the more clever anarchs used those same words uttered to recruit more vampires to their cause.

Game need:
Bleed reduction has already a good handful of cards, however it is rarely used compared to bleed bounce. This card is not meant to replace bleed bounce, but to increase the competitiveness of bleed reduction. This card is also very playable on its own.
It has a slightly better effect than Dummy Corporation, but costs one blood and requires an anarch. It can even improve Dummy Corporation as combined you could turn a bleed for one into 3 blood on a vampire in your uncontrolled region. (Note: It requires a master phase action, 2 cards, an untapped anarch, 1 blood, a non-anarch bleeding and can't be replaced till the untap phase).

The reason why it targets a vampire in your uncontrolled, and doesn't give you directly pool, is that in this version it requires you have a vampire in you uncontrolled and excess pool is lost if it's a small cap vampire. That weakens the card a bit on one side, but enables some crypt acceleration for anarchs, which are lacking in that department (e.g. Reunion Kamut). Also from a lore perspective it makes more sense.

Anarchs themselves have access to Detect Authority :tha: and Friend of Mine :for: to reduce bleeds. So a possible synergy is already there.

This would e.g. make an interesting combo with anarch Setites. This card combined with Revelation of Ectasy can turn a bleed for 2 into 1 pool on a vampire and one blood less for the bleeding vampire.
Or anarch Malkavians, combined with Wrong and Crosswise and Telepathic Counter can turn bleeds for 3 completely on their head.

Personal Note:
I am sometimes really conflicted as to the power level of this card. I think on its own it's very strong, but combining it with more bleed reduction causes diminished returns. I think the optimum would be in combining one bleed reduction with this card. (e.g. Wrong and Crosswise/Detect Authority/Friend of Mine + Unintended Propaganda).

Less than zero? Like the Elvis Costello song?

The card is neat. The math is worrysome. Bleed of 1 gets you 1 counter. A govern bleed gets reduced by a telepathic counter and this, a bleed of 3 becomes..... one counter.

What about making it reduce a bleed by X, where X is how many reqdy untapped anarchs you control?

Average ready region nets you more than 1, and and maybe add a clause with one per turn instead of DNR?

It is meant to work like this, from what I can tell.

Edward Vignes bleed with a GtU for 3.
Chump A plays a Telepathic Counter (dropping it to 1)
Chump A plays Unintended Propaganda (dropping it to -1)

When the bleed resolves, it is a bleed for 0 BUT you gain 1 blood (difference between bleed amount and 0) on an uncontrolled vampire.


The mechanic is basically to give Bleed Reduce some other advantage beside the 'no block' aspect. Effectively, if you can reduce bleeds heavily, then you can gain pool out of it.

You will spend 1 blood, wait until your untap to replace the card and you may have to spend more cards to earn just 1 blood counter on your influence.

This card should be way more powerful, even with the synergies of friend of mine / detect authority.

Used as intended, I agree. Especially since ousting without bleeding, or only once you don't have active vampire, can happen.

Now, let's suppose I have three AUS weenie in play, one being an anarch. I see a bleed for two coming for me ; with 3 telepathic counter and this card I get 6 pool on a new vampire. I don't like that option at all, too big of a swing when star aligns.

Instead of playing Telepathic Counters, just play more Unintented Propaganda! Play three of them and you can put 12+ counters on uncontrolled vampires.
