Cardtype: Master
Requires a ready vampire with capacity 6 or more.
Put this card in play. Your prey burns 3 pool if he or she does not control a ready vampire during his or her discard phase. Any vampire controlled by your prey can burn this card as a action. A Methuselah can have only one Ruination.

A Methuselah is "out of the game" if he doesn't have minions that can act for him (allies are excluded here).
How does this card address a compelling game need?:
This card only accelerates the ousting of a prey that don't have any ready vampire left. It also penalizes allies-only decks (after all, V:TES is about vampires).
It helps combat deck that manage to get rid of the vampires of her prey but must back-rush in order to survive and that can't go forward to achieve the VP they would earn otherwise.
The 6-cap vampire requirement is wanted because it ensures the prey has 11 transfers before her next discard phase. It also makes it not usable by a weenie-DBR for instance, or by a Antonio Derlette deck (unless he plays a 6-cap or some master: discipline).

Actually, a nice idea.
I would make it an Action : put this card in play, unique.
And have it burn 2 pool instead of 3.

If it said "does not control a ready vampire or Imbued" (plus making the burn clause accsssible to Imbued), that'd be reasonable. For crypt purposes, V:TES is about vampires and Imbued, and has been since Nights of Reckoning. An Imbued deck can't burn this card, it can't contest this card (because it can't play it), it can't negotiate cross table for a burn (because the burn clause is restricted to your prey only), and assuming it can't Sudden/Wash at the right time, its only reasonable response is to back-oust you.
Causing issues for a deck like a Tzimisce weenie deck with War Ghouls where you - say - Banish the weenies and cause pain, while the deck still has three War Ghouls out, that's fine. (Similarly, Shamblers, Renegade Garou etc.) But Imbued decks are something players are legitimately allowed to play, and card designs shouldn't be based on "Well, let's pretend these don't exist."

It works both ways. Given the resiliency to combat of Imbueds* (especially when Jessie is out), most rush decks are not able to kill an imbued deck. In that case, the only pressure a combat deck could make would be the pool damage of this card.
Plus, backousting an unmanageable predator has always been part of the game (see also combat deck vs stealth bleed predator)
* it requires "strike: burn the opposing ally" cards that are very rare and restricted to certain disciplines (Autonomic Mastery°, Basilisk's Touch & Cobra Fangs (requires unprevented damage) Entombment, Invoke Poison Glands, Liquefy the Mortal Coil, Mercy for Seth, Still the Mortal Flesh°) or being able to incapacitate the Imbued THEN to get through the other Imbueds to burn it.
°: can be cancelled with React with Conviction

This absolutely has to be Unique. It would break the game if you had 2+ of them in play. Bam you're dead, insta-oust, next.
