Art Notes:
Aeron, Sabbat Archbishop of London, and Baron Dieudonne, Camarilla Prince of Brussels, shake bloodly hands (indicating a blood oath), with Nosferatu of the Camarilla and Sabbat behind their respective leaders. You can see some mistrust in Aeron's and Dieudonne's eyes, but their faces are grim and determined, implying they understand this is for their collective survival.

WoD Reference: In V5, the 2nd Inquisition (a coalition of CIA & MI6, among other secret intelligence agencies) has started purging the Sabbat across the USA and Europe before turning on the Camarilla which clued them in on the Sabbat in the first place (trying to use them as a weapon against the Sabbat.) The Nosferatu & !Nos, intent on surviving, put aside their differences, having always been clan first, sect second. There is some implication, from what I've gathered, that the various secret services hacked into ShreckNET, getting info on the existence and whereabouts of Kindred, but that a lot of info concerning Nosferatu was erased before it was seized by the 2nd Inquisition. Implicitly, did the Nosferatu allow this to happen? Are they playing the long con?

Compelling Game Need?: Let's the Nos & !Nos (clans generally held as weaker than the others) make use each other's clan-specific tech, including The Labyrinth, Secret Library of Alexandria, Nosferatu Kingdom, Warsaw Station, ShreckNET, Information Network, Inside Dirt, Vermin Channel, Slum Hunting Grounds, Shanty Town Hunting Grounds, etc.

Aside: A week or two ago I created a card named Sway, trying to think of ways to help the Nosferatu accelerate their minions. Kraus made a similar suggestion with a card named Trench Upstart a month ago. The point is, the Nosferatu could use a little love, and this Clan Unification idea emphasizes their clan identity as the ultimate information brokers and, gameplay-wise, as the best toolbox clan.

Only the last one covers all the cards you say you want to use, because e.g. Info Network gives intercept to a !Nos - and that's not playing a card or taking an action. Similar for Warsaw Station.

Potentially interesting question of what you could/should do with Casino Reeds or Nikolaus Vermeulen, or Nosferatu Kingdom.



A more fundamental issue is one I have with a bunch of cards like this - it's not exclusive to this card design, by any means. The essential problem is that if you want to construct a deck where you can have a bunch of Nosferatu out who'll happily play and benefit from the other clan's tech is... what happens when you don't draw this card? I've got out three Nosferatu who can't play Inside Dirt. I've got a bunch of both clans in my crypt, but this game, it's worked out that I got a one-sided crypt draw this game. And then with a card design like here, putting significant numbers of Clan Unification into your deck is annoying because you can't play subsequent ones for anything useful, so if you are shoving a bunch of these into your deck to get one out early-ish, you end up with hand-jam. One option to combat that is to give it an alternate use. ("Alternatively, discard this card as an out-of-turn trifle to... do something?")

On this specific implementation, it's also a master card, and giving up master card slots is very painful. An Event might be more interesting? Give it a new keyword, say "Conclave" or something, and have a few cards that mess around with some clan allegiances - assuming that there's some story scope for something like that under new V:tM, maybe. Events are just as bad for hand-jam, though, since they're once per game, but it feels kinda thematic.

To avoid handjam the best way is to give it a burn option. Make it only usable if a Clan Unification is not in play then you can apply the burn option rules to discard extra copies easily.

Within the lore, Clan Nosferatu has always answered to Clan first and sect second. What happens on the top side is very different than what happens in the sewers. This is one of their edges that helps them maintain being the kings of Information Gathering; they work often with their counterparts in the opposite sects.

... it doesn't so much support Nosferatu politics as require it to already be viable. Which in a deck that's combining Nos and !Nos may be quite tricky. Potentially,it cuts its utility down to those with Presence or good titles - not exclusively, but decks featuring a bunch of those to be able to pass it. And those decks are potentially already good, without the need to do this e.g. group 1/2 Nosferatu Royalty is pretty decent already. It's the run of the mill Nos/!Nos who are somewhat unexciting that you want to help, I think, by giving them better options for their crypt (e.g. being able to get out a coherent bunch of midbies from both clans)? So I'm not sure a political action is the way to go.



I can't formulate a card implementation that works well for me, but I was thinking that an Anarch Convert-style crypt card that does a thing might be a plausible option.
