vampires should have the innate ability to move other methuselah's vampires from their torpor to your torpor as an action anyone can block at no stealth. acting vampire must fill stolen vampire to capacity, and then referendum to send acting minion to torpor. lock the stolen vampire if the referendum succeeds.
