Are these decks tournament legal? was created by Forhead
My question is simple, is it legal to bring this decks to a tournament? Mostly from a PTW/sportmanship point of view.
This deck as no way of making pool damage to it's prey

This deck needs to be very lucky to be able to do damage to its prey. It needs to draw chaudice and clan impersonation to get around the salve issue.

Well, the rules allow you to play those decks. The tournament rules demand that you play to win and doesn't mention the quality of decks beside their size. But as you mention correctly the decks can't win tables. So I'd find it bad to encounter those decks. It is okay to get flattened by any Tupdogs, if the guy wins the table afterwards. But it is awful if he just destroys your game and your prey wins in the end. The same goes with a heavy bloat deck, which has no means to win and just stays alive.
But you have to differ: If the deck is brought along by an unexperienced player you can point out the problems of the deck after the game and give him tips, how to improve (or make it work at all in these cases). If some experienced player brings that decks just to wreck havoc I'd intervene.

The rules give no clear hint on that problem. But as a judge you can dq the player if you think he just wants to destroy other's games. You organized the event, you can enforce rules (here PTW). I'd do. Unless it is an unexperienced player, who built those bad decks because he can't build better ones because of lack of experience.All correct. But am I, as a organizer, allowed to DQ the ones playing these decks?

The decks are interesting, but i dont see how the decks will win much less get that first VP. The 2nd deck has a crypt size of 13 with only 1 Chaundice and 1 Clan Impersonation im afraid it wont do much of anything. The chances to draw Chaundice in the first few influences is slim, will take 3 rounds at least maybe more. I doubt it will be able to rush really anything. Then the chances of you drawing into the clan impersonation is highly dubious at best. The 1st deck relies on 8-9 stealth cards to bring down a form of corruption which usually wont do anything as the prey will just avoid bleeding and prevent him from pushing forward which will prob make your predator even more anxious to finish you off. My rule is that if a player wants to make a fool of himself, let him make an ass of himself. Its his "street cred" on the line after all, so to speak.

I wouldn't worry too much about the decks you showed: the crypt alone costs more than the entire collection of a new player.
