I may have missed this in the rules, but if a Vampire goes to torpor, how does it gain any blood points to leave torpor? could I use protracted Investment and give some of that blood to it to get it out?

Vampires will frequently go to torpor from aggravated damage that does not leave them empty. This is when they are most likely able to take the leave torpor action.
When the vampire is empty, it usually has to be rescued by another vampire.

You can also have another Vampire rescue the torporized vampire.
Please notice that you can use your vampire to rescue another player's vampire. You might often want to do it for your "crosstable buddy". In such instance the controller of the rescuer decides how the rescue costs are split up between the two vampires.
From the rulebook:
6.5.3. Rescue a Vampire from Torpor
The cardless action costs 2 blood, which can be paid by the acting vampire or the rescued vampire, or the cost may be split between them. Allies cannot take this action.
To have a vampire rescue another vampire from torpor, announce the action (including how the cost will be paid) and tap the acting vampire. If the action is successful, the cost is paid, and the vampire in torpor is moved to the ready region. The rescued vampire does not tap or untap as a result of being rescued. If the action is blocked, the acting vampire and the blocking minion enter combat as normal. This action has a default +1 stealth and is undirected if the acting vampire and the vampire in torpor have the same controller; otherwise it is simply a directed action. A vampire rescued from torpor is no longer wounded.

Add that vampires in torpor untap normally. So if your vampire is untapped and another of your vampires rescues him, he must hunt immediately after. You should think twice about rescuing an empty vampire: if the rescue succeeds but the hunt is blocked and your vampire sent back to torpor, you have spent two blood for nothing.

Sabbat. If this vampire's bleed is successful, he laughs manicly and untaps.

For clarity reasons
Add that vampires in torpor untap normally. So if your vampire is untapped, has no blood and another of your vampires rescues him, he must hunt immediately after. You should think twice about rescuing an empty vampire: if the rescue succeeds but the hunt is blocked and your vampire sent back to torpor, you have spent two blood for nothing.
