Relevant rules text:
Requirements for Playing Cards. Each library card has symbols on the attribute bar (the marble stripe on the left side) for the card type (except for master cards), the clan or Discipline (if any) required to play the card and the cost (if any) of playing that card. Some cards will have other requirements (such as capacity or title) stated in the card text. Only a minion who meets the requirements given on a minion card can play it, while only a Methuselah who controls a ready minion who meets the requirements of a master card can play it.

As I read it, using the heap ability of Emerald Legionnaire does not require a ready Harbinger of Skull. The requirement only comes into play when a minion attempts the action, or if you control a ready member of required clan in case of masters.

Moving cards from somewhere to elsewhere is not recruiting or employing, and bypasses the clan requirement, as per Summon History.

Am I wrong?

Can I just discard Emerald Legionnaire and later move it to the ready region without any Harbingers on board?

Correct. You can't use a cardtext from a card in the ash heap. The Emerald Legionnaire has to be ready.

Is this a "during x do y"
So you can have let's say 2 ELs up, be pitching some, and put up 2 more? Anything beyond 14 cards burned seems like a stretch, but its possible right?

Yes (cardtext).

So you can have let's say 2 ELs up, be pitching some, and put up 2 more? Anything beyond 14 cards burned seems like a stretch, but its possible right?

Each one can bring out another one.
You can also have only 1 EL, use its special to bring into play EL #2, and use EL #2's special to bring out EL #3 etc. (as long as you have cards to remove in your ash heap).
