"Performing an action" looks like a huge functional change from "during an action", since it's no longer possible to trigger Dabbler while reacting.
a) Why was this errata made?
b) Why was it not announced?
One each turn after resolution of an action during which this vampire used 3 or more disciplines
Latest text on Dabbler
Once each turn, this vampire can gain 1 blood or burn 1 blood to unlock after performing an action (successful or not) during which they used 3 or more Disciplines to play cards.

Just noting that the new wording of Dabbler is quite similar to the updated text for Perfectionist, so this may also be an unintended change from trying to unify the wording of the two cards.

No comment on the rewording of this card. However 224 cards were changed in the latest CSV file. Most of the changes appear to be just template changes moved from the revised text file.

I'm not sure if it was intended that dabbler could be used while reacting in the first place.. I certainly didn't realize it could. I always assumed it referred to performing the action yourself, as most other archetypes.
