And why not ? they actually ARE a quite strong politic force in the camarilla. And for example, it is NOT as strong as new carthage which is NOT situational and also add some bleed and again, they lack :pre: to make it abusable.

Because Nos-Royalty is a rock solid archetype as it is. They trade :PRE: for :OBF: and usually come out better for it.

And on what is this assumption based ?

Just for reference, I just checked the TWD for decks with Selma :

2014 : 0
2013 : 1
2012 : 1
2011 : 2 (1 of them is in no way a Nos-Royalty)
2010 : 2
2009 : 2

In the same period of time, you take Dmitra (which have access to New Carthage) :

2014 : 1
2013 : 11
2012 : 8
2011 : 10
2010 : 7
2009 : 7

Yes but it is for a clan who have very little :pre: so OK, you have a mean to pass/cancel a vote if the table is right (I mean if the main voters are cama) but even if you cancel the votes of 4 inner circle and you have a vote which will pass by 10 votes, it will be the same for the table.

Except Nosferatu Royalty can also play Closed Session. Closed Session plus Daley Plaza could get quite obnoxious. Closed Session is, obviously, not that awesome at the moment, but if you could shut down Camarilla and non-Camarilla...

Ok, all practical options for alrenatives "un-pretty" the card.

When a nosferatu you control is acting, tap this card to give all non-nosferatu 2 fewer votes in a referendum.

Tap this card and burn 3 pool to cancel the votes of all non-nosferatu camarilla vampires until the end of the action on another players turn.

Or it could tap and burn to reduce all non-nos cam vamps votes by 2 for the turn.

The first seems far too similar to the original. The second far too expensive for something happening on another player's turn, which is essentially: when they're acting, modulo Madness Network/Enkil Cog type fun, or a blocked 'leave torpor' diablerie. The third seems somewhat over the top.

If the theme intent is to capitalize on other Camarilla vampires giving you juicy gossip, blackmail material etc., you can do that in quite different ways. From a V:TES perspective, gaining positive votes is basically just as good for you as giving other people negative votes (often better):
Daley Plaza
Master: unique location, Requires Nosferatu. 1 pool.
Tap during a referendum to gain X votes, where X is the number of Methuselahs who control a ready Camarilla vampire.

Could be five, could be zero (your Camarilla vampires are in torpor). Could be tweaked to something like: "X+1 votes, where X is the number of other Methuselahs..." in order to always give you one vote.
Daley Plaza
Master: unique location, Requires Nosferatu. 0 pool.
Put this card in play with 2 dirt counters on it. Once per turn, when any Camarilla vampire perform a successful action, you may add a dirt counter to this card. During a referendum, you may burn X dirt counters from this card to gain X votes.

You can steadily gain votes. Overall, weaker than Alamut, so I dropped it to zero pool.
Daley Plaza
Master: unique location, Requires Nosferatu. 0/1 pool.
Put this card in play with 2 dirt counters. During your untap phase, you may add a dirt counter to this card, and one additional counter if any other Methuselah controls a ready Camarilla vampire. During a referendum, you may burn X dirt counters from this card to gain X votes.

Aside: even if the whole table controls Camarilla vampires, you get the one automatic counter and only one extra counter. The wording says that, but it would be nice to make it more obvious.

Gains a trickle of counters regardless of actions, and you can pile them up to pass a vote with 7 counters, but averages you fewer votes per turn than a Ventrue HQ.
Daley Plaza
Master: unique location, Requires Nosferatu, 1 pool
Tap this card during a referendum to give a Nosferatu you control 2 additional votes. If the referendum was called by another Methuselah's Camarilla vampire, your Nosferatu gains 4 additional votes instead.

If someone proposed New Carthage as a card idea, I would be just as opposed to it.
