See Through the Tides of Time has no requirement and therefor can be played by anything, even with the paradox? Is that right and if so, isn't that a little to powerful for anyone to be able to play?

I've checked on the first page, it does have a requirement ("Requires a ready mage.")

How ??

You don't say anything about how to cancel the card.

2nd, when a card has a "paradox" symnol, it means it's the cost of the cards ? if yes, the mage spend it or gain it ?

By choosing to do so (which is implicit).

see the first post of this topic. Basically, mages gain paradoxe counters as a cost.

I don't get it

the opponent will always chose to cancel it. He has nothing to fear to cancel it.

I mean, the choice is easy, there is no bad effect that will apply if you chose to cancel the card.
