See Through the Tides of Time has no requirement and therefor can be played by anything, even with the paradox? Is that right and if so, isn't that a little to powerful for anyone to be able to play?

I've checked on the first page, it does have a requirement ("Requires a ready mage.")See Through the Tides of Time has no requirement and therefor can be played by anything, even with the paradox? Is that right and if so, isn't that a little to powerful for anyone to be able to play?

some cards has "it can be canceled as it is played".
How ??
You don't say anything about how to cancel the card.
2nd, when a card has a "paradox" symnol, it means it's the cost of the cards ? if yes, the mage spend it or gain it ?

By choosing to do so (which is implicit).some cards has "it can be canceled as it is played".

I don't get it
the opponent will always chose to cancel it. He has nothing to fear to cancel it.
I mean, the choice is easy, there is no bad effect that will apply if you chose to cancel the card.
