Yes. Transfers comes first and after transfers are done, any vampire with equal or more blood on it than its capacity enters play.

It seems like it would be fun to try. I've always loved Hesha's ability.

Have you considered replacing a master for parthenon? I know the deck is master heavy even with the trifles, but this may help that. More importantly, Parthenon may let you play two Grooming - one on Hesha and one on the previous vamp to come out. It may provide some crypt exceleration. It may also let you turn the blood back into pool (in combination with transfers from info highway) while at the same time bringing out another small cap vamp.

Ariadne is a good choice for this tech also because, although she doesn't have the abilities of Hesha or Rabbat, she does gain the additional blood for hunting and, as an 8-cap, she provides a better start for the Grooming chain in your crypt.
