Well I digged up the ancient decklist for my legion deck inspired by the C&E recursion topic and updated it with new cards. I might still be forgetting something important from here but feel free to give input. Idea is for Marcus to get legions and make lots of fledglings, dumping your library to ash in the process, then you use Carlotta and Pochtli to get ashur tablets back from there, and then use them to get the optimal library for ousting people.

Couple cards that I think would make good additions would be one of each, Conditioning, Blind Spot, and Zaire River Ferry. But I don't really want to make the deck any bigger, if anything would like to trim a few cards to get it down to 70, and not really sure of what to take out for those.

Sorry I couldn't get back to you sooner. Work stuff.
Anyway, about the decklist. Hmm I dunno about Legion, man. It seems clunky. And they won't be sabbat so Vitel's +1 bleed on sabbat vamps is kinda wasted potential here. There's Epiphany I know. Interesting but you'd have to try it out to see if it's worth it. I'm just thinking that if you dump Legion you can gain 8 card slots in the Master Module alone and that, with recursion, can be HUGE!
Also, your deck doesn't seem to have multiple strategies that would allow you to take advantage of recursion or stacking your deck. Nor do I think you have enough stealth to actually get your bleeds through. I know you're probably thinking of swarming with weenies dom legions but a couple of silver bullets would do wonders in here. Far Mastery for instance would be useful against allies. Promise of 1528 also comes to mind.
Regarding conditioning and blind spot, I would probably replace a couple of dominate skill cards and/or couple scouting missions. Probably the latter since you can get those bleed cards back and don'T need to be running 8 copies as much as you normally would.
Also, vary your stealth. In 72 cards, it would be wise to mix it up a bit.

The fledglings will be sabbat if they are made by advanced or merged Vitel who will be lasombra. Hence the large number of epiphanies so I will likely draw one before I need to start making legions. For the turn where I am actually going for the lunge, I can have +2 stealth to all the weenies from psychic veil + veil the legions. I already have entrancement there filling the same slot that far mastery would, while not costing blood. The main reason why there is so many governs and scouts is so Marcus can use them to get Carlotta and Pochtli out at notable discount in pool in the early game, then in late game can shuffle them back to deck for +bleed. I am never going to actually play any of the dominate skill cards with an mpa, so the deck effectively has only 14 masters.
I agree with you that there are some more silver bullets that could be added in, the difficulty is just in finding the room for them.
