You want to pass votes? There are ways to gain vote supremacy, even without Presence. You just plan accordingly and don't put your hopes in other players' kindness or gullibility...

@Kushiel - regarding those masters - for this deck I'd definitely add Monastery to the list. It doesn't fit into every deck, but it does in this one very nicely (1/2 of crypt is 8+ cap).

Yeah, I see what you're saying, but quite like Kushiel already said - I never understood people who vote for politics when they get nothing in return. My gaming group - and therefore the meta - has a strict policy: always against, unless you're, you know, splitting those KRCs to hurt my pray for 2 too or are Booning my near-dead predator...there is no way in hell anyone I know would vote for a random Sabbat Priest, as it benefits no-one but the acting player and is actually hurtful for just about every other player.About the sabbat priest issue, I would believe it's because it seem not to help directly the player calling it. Average and under average player are more likely to only try to stop direct step to victory (like a banishment) than the gearing up (like a sabbat priest), if only to "let the player play".
