Dummy Corp is decent in certain decks, but there's so many top tier master cards it'll rarely make the cut. However, few things piss off people more than knowing there's a standing bubble shield between them and forward pressure. Depends on how competitively you play. I'm bored to death with strong card plays, so I play... differently, and am often pleasantly surprised.
About bleed reduce: it's not bounce. Nothing in the game can match Deflection. And considering VTES design from the beginning, tragically nothing might ever will. It's everything you want from a bounce card at a basic discipline -- but only one, ONE, discipline. Why people keep chucking big bleeds 'hail mary's in the face of basic dom only to hand their prey a VP, I'll never know. It takes a while for players to get it, but sometimes they don't care either.
However my comment about Ecstasy + Banner has already been tested locally for me. Heard it stymied a Tremere heavy bleeder from getting into the finals of a local tourney here, and the FoS player said it didn't really choke him (he had The Barrens). A standing ser weenie can dump out those two cards to reduce for 2; have 2 ser weenies up, dump 4 cards to reduce for 4, and so on.
Card inefficient? Meh, cards can flow fast in VTES. That and I have more deck slots to burn than pool. And it keeps up a chump to block, saving a wake. If you sported a small number of large caps, thus not having minion advantage, and had to allocate more deck space for wakes then I'd go for Deflection -- especially as a new player. But with disposable minions like this you're fine.
FYI, I note you tend to put in cards in larger blocks. This'll cause you problems in the future, especially in assessing cards. For example, yes, you did put in too many Rev Ecstasy/Desire, as this is an Eternal Mask deck. I would have 5 Rev Desire (it's free bleed boost regardless) and maybe 4 Rev Ecstasy. About Elder Impersonation, I still say 1-2. Delaying Tactics, again 1-2. And for Ecstasy + Banner, you could start 50%/50% and give it a 10-14 card slot block (depending on your metagame, I might go 60% Ecstasy, 40% Banner).
I just think it's better to think outside the box early with this game before it gets stale. There's potential out there, and deck construction doesn't matter as crucially in multiplayer games. As is norm for CCGs, deck familiarity and the better player, i.e. he who makes the least amount of play errors, tends to make the real difference.

I play similar deck for some times, without bleed defense im almost every tme dead to soon and i must play to aggressively.
so i tweak it and this is one of my last version of serpentis deck

Wish I had as many Mokole blood as Fejsik, it's super strong in a deck like this.
I use mostly big caps (Kahina and Neferu both have dominate, and Nakhthoreb) and a bunch of Eternals of Sirius (currently at 8 in a 70 card deck). Amenophobis is obviously helpful, with Dominate and his special.
You should also consider Allonzo Montoya, his special (+1 stealth on Serpentis actions) is a big help for both The Eternal Mask and Enticement. He doesn't have presence, so it's necessary to switch from Majesty to No Trace for combat defense if you're using Allonzo.

Since both Kahina and Neferu have some votes, and there is also Ferraille for some more votes, I like to throw in just a couple of votes (either stuff like Political Stranglehold to try to stay alive, or Reckless Agitation for more offense). At a voting table it's easy to cycle these, and if there aren't many votes it can really make a difference to pull off a big political action.
I like Forgotten Labyrinth to use on stealthing the Enticements (or a vote).
Confusion of the Eye can be considered as an alternate to Delaying Tactics - it can cancel some of the most important votes, it can stop votes that depend on vote push, and it can be cycled easily for bleed reduction.
