I created this deck after playing with a friend who did a multi rush enkidu deck with earth meld + psyche. But I tried to do a more toolbox and a little defensive deck using some intercept and bleeds.

How do you intend to oust?
Ondine using art of pain (4 str base) sending opposing vampires to torpor, using dragonbound and fame, but bleeding a little bit as well with heart of the city, flurry of action and palla grande.

How do you intend to keep from being ousted?
Villein ondine and use taste of vitae aways when possible. Some art scams to bloat as well. Keep ondine most of the time untapped, using earth meld, homunculus and metro underground, intercepting some actions with ministry and eyes of argus, beside yawp court for politics.

What do you want your ready region to look like (ie, how many guys are you planning on getting out)?
Ondine plus one or two small cap !toreador

What do you want your average turn to look like?
at least two rushes and one bleed with ondine and untap at the end of it.

What's your metagame like? How do your opponents play?
Many political and bleed based decks.

What problems have you observed with the deck in play?
haven't played yet, but my friend's enkidu deck has trouble with fast bleed or political decks.

Without even looking at your library, I'm positive that 7 copies of a star vampire in a crypt of 12 is way too much. 5/13 is more than enough to make sure you draw one in your opening crypt. (Also, in such a crypt, and especially in one like yours, Wider Views are an excellent idea)

I would add a shakar, just in case.

I would also don't use Fleetness, because it cost a blood to rush tapped people, while you don't have card that require actions to be successful.

+4 Enhanced senses

Your other vampires can play it too, it doesn't tap you if you fail to block and it doesn't cost blood. Ministry is only good for those who don't have normal access to intercept.

Why 4 adaptability and no sideslip? Also, quicken sight can help.

you could try shadowed eyes too if it would be useful enough in your meta

Ondine already have too much to do I believe. the deck need an heavy combat package because Earth Meld + Psyche + regular combat use up a lot of card, and it need rushes since Ondine does not have one built in.

Adding more moving part seem risky.
