have you considered use intimidation or show of force instead of public trust? Ok, you put a counter on the uncontrolled region, but the other ones you don't spend blood that is precious to create new vampires and you can even scare a bit the opponents with the extra strenght (even your deck not being combat based).

Sometimes the +2 bleed was really needed. In the current setup, public trust could certainly be changed with Show of Force. Although by the time i want to start bleeding heavily, I should no longer be in need of the blood to create new minions.
I guess by mixing the skill cards with some PRE, the public trust would be the better choice.
Enchant Kindred is a keeper, because it is an extra action at stealth.
The choice of PRE-bleed cards will depend on the metagame (if I will ever be able to assess that, ha!)
