Eh... that deck is all over the place... first, 3 shattering crescendos are totally useless, just toss those out first, then get rid of the fattie ventrue and make crypt just 2x each of the 6 different DoC, ditch about all of the actions you have there now and replace with Embraces, more missing voice, echo of harmonies and madrigal and voter caps, ditch phantom speakers and at least a couple virtuosas, freak drives would be better off as change of targets, and would probably change the aura of invincibility and bribes for more change of target. Add more members of entourage in place of tourettes voices, ditch fanfare, political flux, reins, and transfer for more lilis and krcs, maybe add a neonate breach or two for variety. Get rid of most of the masters you have now, add more copies of bastille opera house and conductor, also add paris opera house and creepshow casino and coven, some generally useful masters like pentex or Jake aren't bad either.

It took me long time and several revisions to make a working DoC vote deck, the stuff mentioned above covers most of the bases with room left for personal touches. Hopefully it helps you to too, DoC are fun bloodline.
