The baseline test for Mask of 1k Faces is this:
Can Vamp 2 do EXACTLY the same as Vamp 1? If yes, then Mask of 1k Faces works. It will ignore built-in +bleed but it does NOT ignore built in actions or the like.
Since Camera Phone gives the action, and it is a localised equipment that cannot be moved mid-action with Heidelberg (IIRC), then you cannot Mask of 1K Faces during a Camera Phone action.
However, you could Mask of 1K Faces with a Haven Uncovered (if the second minion hadn't used that particular Haven Uncovered this turn) because the action is provided by the Haven Uncovered and not by something that is with the first minion.
(BTW: It is one of my pet peeves to see a long litany of reductive rulings about what is permissable and what is not. I do prefer 'intent' rulings. An example of this is the debate over if Villein should work on vampires with less than 2 blood... it would seem apparent from the text that it was not intended to be played on vampires with less than 2 blood. If that was not the intent, then why was the card written to specifically require 2 blood to be removed? Hence it is reductive because it reduces the text of the card by creating a ruling. ((/rant))

My deckbuilding advice for people who don't own Anarch Convert: rebuild the deck at 80 cards, then add 8 Galaric's Legacy and 1-2 Powerbase: Los Angeles.

Anarch decks unfortunately face the "play something else" problem a lot. Not owning any converts exacerbates this problem. If you can get 1 box of TR, you should be set with converts, among other things. If you can't get converts, I like your idea of uncontrolled impulse + forced march, although I'd use some freak drives, too.
I don't see this deck as either rushing or bleeding very effectively. There are 5 rush actions and 1 haven uncovered in 90 cards. S:CE kills you. For anarch decks with cel/for, I have found groundfighting to be strictly inferior to flash. Not being able to replace that card sucks if you need to prevent, add strikes, and press. If you want to go the Anarch Revolt + rush route, you need at least twice as much rush in this deck.
Be careful when you fight the monsters, lest you become one.
