Ok. This deck will never be a tier 1. I thought I would benefit from Treaty and Detect Autority. Tempt vamps and speed up the process getting them with Cryptic mission. Once yours you could do the normal Heidelberg abuse or make them anarchs (for later monkey wrench fun). When writing this down, I guess Theft's may be better than Diversion's (that only will be better towards grapple combat, and to feed the PB:LA).
Ideas to improve would be nice.

How do you intend to keep from being ousted?
What do you want your ready region to look like (ie, how many guys are you planning on getting out)?
What do you want your average turn to look like?
What's your metagame like? How do your opponents play?
