Only 1 free seat left.

Waaaat only 20 seats for the German nationals? I'm shocked! Is there a pre-selection process?

Yes. It's called "first come, first serve".
I also find it a bit disturbing, but that's the limit of the venue, it seems.

Well, it was announced that way right from the start.
As alf mentioned, it is a "first come, first serve" process.
However, the last German Nationals all have seen 20 players or less, which makes me feel less worried about the limit.

The choice was either to run a national tournament with limited space or not to run it at all.
It was quite hard to find a room at all after the original plan had to be cancelled since the organisers of a convention refused to respond to e-mails ...
In addition, I shied away from risking money after the short-term cancellation of the German Grand-Prix in March 2020 due to the first Covid-19 wave ...

I asked members of the Inner Circle about the player limit because I myself felt quite torn, too, and they told me to go for it.
Noone complained openly so far – until today.
