Naysayer Reminder:
Warning: Spoiler!
You don't have to play, but many people still play old-school Jyhad even with it's limited deck pool. The format is coming and there is no reason not to try to play it in advance and learn the format and have suggestions for BCP.
Why the sets chosen:
Warning: Spoiler!
The Sets chosen are based on either packaging and accessibility. Every sealed product listed there is a Retail Product that carries the Fifth Edition Vampire the Eternal Struggle text emblazoned upon the packaging. Whereas other product that has come out since then still carries the old legacy logo. Promo Pack 2's vampires are available at retail and are fairly likely to be part of the V5 rotation. Promo Pack 3 is listed on the BCP site as a Fifth Edition Product. Other promos that have not been printed in a product available for retail distribution is not legal. This means that while Malia, Kuyen, and Boleslaw as well as Direct Intervention and Archon Investigation may have intentions to eventually be considered V5, until they have an official retail printing it is likely these are not what would currently be included.
