How to report a TWD

Greetings all!
I don't know if this has been asked before, but given the fact that I'm relative new to this I figured I should ask before posting a TWD here.

Our events are relatively low in numbers atm 8-9 atm. Can I post a TWD for those events here?

I read that the min. of players for the TWD repository is 10.
Does the same player limit apply here too?

You can report the TWD, but it will not be included on the TWDA, on my city the tournaments gather from 8 to 12 players and i post here even the 8 or 9 players TWD, just to "honor" the winner of the event

Hey guys, I've submitted my TWD from this summer's WON 3 times now over the past month and nothing has been posted. Am I submitting it wrong? I've not heard anything back.
