Location theft just doesn't feel very Potence-y. You could potentially find a home for such an ability in another discipline, though, and maybe one which would still benefit combat decks. Say, Celerity still benefits cel/pot, adds cel guns, cel/tha, and Assamites, but loses the Nosferatu and Blood Brothers.
Alternatively, I could see it working for titles, say. Eminent Domain / Action / Requires a ready Archbishop or Baron.
Take control of a location controlled by your prey, or
burn the location to do damage. Salt to taste. That wouldn't really help that many combat decks, though - maybe an Eternal Vigilance wall.
I could just about see a location theft/turf war type card being in theme for Potence if it involved dunking a minion first. Say...
That's far from perfect, but it's the sort of thematic-space I'd be working in.

Take control of a location controlled by your prey.
Burn a location you control to inflict 1 + x pool damage on your prey, where x is equal to the pool cost of the location.

Choose a location and a ready minion, both controlled by your prey. If the location is on a minion, you must choose that minion. Enter combat with the minion. After combat, if the chosen minion is in torpor or incapacitated and this acting vampire is ready, take control of the chosen location. If it was on the minion, move it to this vampire.
Action

That's far from perfect, but it's the sort of thematic-space I'd be working in.

Type: Action
Cost: 1 blood
Requires a Sabbat vampire.
Enter combat with a vampire controlled by your prey. Put this card in play if your prey controls a vampire in torpor after this combat. Your vampires may bleed as a D action with +1 bleed. A sabbat vampire you control may burn this card to enter combat with a minion controlled by your prey.
- bleed bonus if your prey have at least one vampire in torpor
- can provide two rush actions
- can be combined with Dragonbound/Fame
- you can have multiple copies of this card, but bleed bonuses don't stack
alternatives:
- "Enter combat with a minion controlled by your prey."
- "Your minions can bleed as {D} action with +1 bleed."
- "Your vampires can burn your prey 1 pool as {D} action."
